POSITION: Project & Contracts Manager (Part-Time)

REPORTING TO:  International Programme Manager

The Irish League of Credit Unions (ILCU) Foundation seeks to recruit a project manager on an interim basis, based in Dublin with substantial travel.


Main purpose of Job:

This is an exciting time for the Foundation. New programmes are mobilising in both Sierra Leone and East Africa. This role will have an important role in ensuring the programmes are being well structured and mobilisation is completed in a timely manner to ensure smooth and streamlined programme delivery.

We are hiring an interim part-time Project & Contracts Manager to join our team. The individual’s main responsibility will be to support development of project plans, partnership agreements and HR policies and contracts to support the successful planning and execution of ILCUF’s programmes in Sierra Leone and East Africa.

Interim part-time position (2 days/week), duration 6-month contract (Sept 2024 - Feb 2025)


Background:

The mission of the International Department Foundation of the Irish League of Credit Unions (Foundation) is to alleviate poverty in developing countries by supporting credit unions and their representative bodies through the provision of financial and technical assistance.  We are delivering credit union projects with funding from Irish Aid, IFAD and a number of other donor agencies, in line with best international practice.


Main duties

Partnership Agreements and Contracts:

·       Review current partnership agreements and operational project contracts and recommend improvements to simplify and streamline engagement with partners to improve governance, communications and streamline delivery.

·       Engage with ILCUF staff and partners to agree the main simplifications.

·       Develop new partnership agreements for the main partners in Sierra Leone and Ethiopia.

Planning & Governance:

·       Support development of plans aligned with the expected programme outcomes and impacts.

·       Develop an appropriate governance framework, including Steering/Board Terms of Reference, for the respective programmes.

·       Support development of procurement tenders for key pieces of work which requires external support.

·       Develop a Comms Plan for the respective programmes, leveraging Teams Channels as appropriate.

·       Develop streamlined approach for document management and sharing, aligned with the respective programme governance frameworks.

 

Progress NaCCUA (the Credit Union Apex Body in Sierra Leone) to Implementing Partner status:

·       Identify the scope of policy and procedural changes needed to be undertaken by NaCCUA to move from collaborating partner to implementing partner (under Irish Aid requirements)

·       Develop the plans to implement the required changes.

·       Provide remote support to NaCCUA as they introduce the changes into their organisation.

 

Contracts:

·       Scope and develop the Terms of Reference to revise and improve the HR policies and procedures and practices in ILCUF Ltd and NaCCUA, in line with Sierra Leonean Employment Law.

·       Issue tender to 3rd party providers in Sierra Leone for provision of these services.

·       Lead the selection of a qualified 3rd party to implement these changes.

·       Review and recommend changes and implement agreed changes for the ILCUF Ltd.’s GM employment contract to streamline the contract and align with International Development sector norms – to be completed before 15th November.

·       Scope and develop the contract for a strategic capacity builder to be placed in Sierra Leone end of Q4 2024/Q1 2025.

 

Administration:

·       Ensure adherence with ILCUF policies, processes and systems.

·       Specify and manage contracts for consultants as required.

·       Represent ILCUF at external meetings as required.

·       Undertake other routine tasks related to the ILCUF’s activities as required.


Person Specification 

Essential:

·       A third level qualification in a relevant discipline such as Business, Development Studies, Law, Sociology, Business Administration, Human Resources, Economics or Engineering.

·       Proven project and contract management experience.

·       Experience in stakeholder management and development.

·       A focus on continuous learning & development, creating insights from one phase to inform successor phases.

·       Enthusiastic and flexible work attitude; an ability to work productively in a multi-cultural team and independently; prepared to work outside normal working hours if needed.

Desirable: 

·       Significant experience with an international development organisation, ideally overseas.

·       Research experience with a demonstrated ability to turn research findings into actionable project components.

·       Past experience working in international microfinance/credit union development.

·       Commitment to and familiarity with the principles and ethos of the credit union movement.

 

Job location:   Ireland, requiring presence in Dublin at least twice per month.
